In Pennsylvania, environmentalists are concerned about language in the new budget bill that prevents the state Department of Environmental Protection from creating draft rules on conventional oil and gas drilling, StateImpact Pennsylvania reports. The language that environmentalists are upset about is in the fiscal code, which is needed to implement the state budget.

Small conventional drillers in Pennsylvania are generally put in the same group as unconventional drillers. Small conventional drillers see this as unfair, stating that their “footprint” is smaller. They also question if rules had changed if it weren’t for the unconventional Marcellus drilling in Pennsylvania.

According to a Pennsylvania House member, the state DEP just “cut and paste” rules for unconventional drillers into conventional drilling rules.
