Forced pooling delayed again in West Virginia

A bill to allow forced pooling in West Virginia has stalled again in the state legislature. The Intelligencer / Wheeling News-Register reports forced pooling bills have failed five times in the last six years.

Forced pooling, or lease integration, allows drillers to extract gas from underneath the properties of mineral rights owners who did not sign leases or who could not be contacted, as long as surrounding mineral rights owners signed leases.

During last year’s regular session, the bill failed on its final day with a 49-49 tie vote.
