Will decisions be made about Ohio River ethane crackers in 2016?

There has been talk of two potential ethane cracker plants along the Ohio River, but so far the companies have not committed to locations yet. Pittsburgh Tribune-Review reports that officials in Ohio, Pennsylvania and West Virginia hope that in 2016, final decisions are made for construction.
Royal Dutch Shell is one of the companies considering property along the Ohio River for its proposed petrochemical plant. Shell has purchased property in Potter, Pennsylvania, in Beaver County, for the plant. PTT Global Chemical has been eyeing property in Belmont County, Ohio, for its ethane cracker, across the Ohio River from Moundsville, West Virginia.
The drop in prices could make building the plants cheaper for the companies, but in turn, the petrochemical products they would produce would sell for less, too.
