Before Royal Dutch Shell can build an ethane cracker plant in Monaca, Pennsylvania, the company must receive an air quality permit from the Pennsylvania Department of Environmental Protection, The Business Journal reports.

A public hearing will be held May 5 to determine if Shell will receive the permit. The DEP will consider input from area residents when making its decision.

Shell bought the property and has begun preparing the site for construction. The company started demolition on the site, where Horsehead Corp. was previously located.
